Širvėna Eldership is located in the very centre of Biržai District and borders with all district's elderships (Biržai city, Pabiržė, Pačeriaukštė, Nemunėlis Radviliškis, Parovėja, Papilis, Vabalninkas) and neighbouring Pasvalys District. The administrative centre of Širvėna Eldership is located in Biržai. There are 94 settlements in the eldership. Širvėna eldership is characterized by a variety of nature and historic attractions. The size of the territory: 258 km². 

In 2009 Biržai Eldership was divided into 9 smaller local elderships: Anglininkų, Geidžiūnų, Kilučių, Kirkilų, Klausučių Ulytėlės, Kratiškių, Naujasėdžių, Obelaukių, Rinkuškių.
